Health and Safety Project Coordinator (HSPC) in Construction
All on-site personnel from designers to contractors have a duty under the Health and Safety (Management in Construction.Jersey) Regulations 2016 to inform clients of their duties and responsibilities. All Clients who require work to be carried out must appoint a Health & Safety Project Co-ordinator (HSPC) for any major construction projects, that are anticipated to last more than 30 working days, or involve more than 500 man hours (e.g. 20 operatives working for 25 days).
A HSPC’s role is to be a key project advisor for their client on all construction health and safety risk management matters. The HSPC will co-ordinate the pre-construction information, such as any survey information that is required. This information will then be used by the Principal Contractor to produce a Construction Phase Plan (CPP) which will form the basis for control of Health, Safety & Welfare, which will ensure, that;

All people involved within the project are competent

The risks to health and safety are properly managed producing project specific RAMS

Sufficient time and resources are made available for the work to be carried out safely

Information about known risks, such as the presence of asbestos materials, is provided to those involved with the project

If more than one contractor is involved, one of them is appointed in writing, as the Principal Contractor. This is to ensure that a construction phased plan is prepared before any work commences

Making sure all site personnel are safe on site at all times

Making sure the above matters are addressed is likely to incur some financial cost, which should be proportionate to the size and complexity of the project
The HSPC will produce a Health & Safety file at the end of the project which can be used for maintenance, further refurbishments or demolition when a building has come to end of life.
